Rachael Clarke has been a chief operating officer and chief compliance officer for twenty years. She is currently a founding partner of Phase 2 Partners, an investment advisor based in San Francisco. Before Phase 2, she was a founding partner at Philadelphia Financial in the same role from 2004-2020. Over her long career, she has launched two investment advisory firms and launched over ten private funds. She also currently sits on the board of two Cayman funds. Her expertise focuses on project management and created policies and procedures, as well as fundraising and investor relations.
While Rachael's work experience is in finance, she spends a considerable amount of her personal time in the non-profit world. She currently sits on the board of Project Alianza, a non-profit focusing on education in remote villages of Central America. She was the founding president of the Skyline Chapter of the National Charity League, a 7th-12th grade mother and daughter organization, where she held a board positions for three of the four years she was an active member. She has also volunteered her time with individuals in need as a foster mother, a refugee family host, and a big sister.
Rachael lives just south of San Francisco with her husband of thirty years and has two daughters in college and a son in high school. She loves spending time camping, spending time with friends, and finding new experiences.
